This is described in section 112.5.2 of the DS specification.

Your component:
- is enabled
- your component either requires configuration and has it, or doesn't
require configuration
- has all it's references satisfied
- is NOT immediate
- no bundles have requested it

Basically it's lazy and lonely. (I was gonna a a quip but I won't!)
