+1 for the osgi-users@ solution.

In my experience it is easier to subscribe to 5 finely grained lists
than ignore 2/5th of a coarsed-grained one ... but I understand it
places more burden on the user, who wants Require-ML-Bundles and not
Require-ML-Packages ;)
