You are free to use it. Try to avoid collisions with other users by using a subfolder with a unique name for you.

Both the core and compendium specs make references to this directory,
but I can't find anything in either of them that states whether or not
developers are permitted to put their own metadata in this directory.
Is the use of this directory reserved for services defined within the
spec?

I'd like to place a single file in this directory, the existence of
which my bundle tracker would use to determine that it should attempt
to process the bundle in order to register resources.
