Since version 4 of WebConsole, the Declarative Services support has been moved 
to a separate bundle, “org.apache.felix.webconsole.plugins.ds”. Make you you 
have that bundle installed and active, in addition to the base Web Console 
bundle (“org.apache.felix.webconsole”).
