Yes. OSGi has always has a reference implementation which is available to OSGi members. Each specification has a reference implementation. Some of them are based upon implementations from Equinox (framework, DS, metatype,
and perhaps some other which escape me right now).

Since this is part of a JSR, wouldn't the RI be available to non- members as well? Just wondering.
