Yes....  I first tried...
Import-Package: org.apache.derby.jdbc

then I tried

Require-Bundle: org.apache.derby

and then as a last resort I tried...
DynamicImport-Package: *

None of those worked so I came to the conclusion that I must be interacting with the bundle wrong, however when I looked through the code for the derby bundle I did not see any exposed services. It just looked like a typical library bundle

I'll look for an equinox or orbit forum unless anybody else has any experience with derby+osgi.

PS. I have not used the derby bundle so I am not sure what the suggested way to use it is. Since you got it from Eclipse, you may want to ask on the appropriate Eclipse newsgroup about the recommended way to use it.
