OSGi is no longer meant as an acronym. The spelling out of OSGi is no 
longer used. 

Open can have several meanings for the OSGi Alliance. It can mean open 
membership: anyone can join the OSGi Alliance. It can mean the technology 
is open to be implemented by anyone.

That is certainly the goal. There are always bugs of course that can 
frustrate the goal.
