Europeans attempt soft-line solution to imminent Iran threat 


The governments of Britain, France and Germany have offered Iran one more
chance to halt the enrichment of uranium in violation of International
Atomic Energy Agency controls, according to U.S. officials. 

Representatives of the three governments presented their proposal in Vienna
as part of a soft-line approach to solving the Iranian nuclear program. 

Foreign ministry officials of the European "troika" met Hassan Rowhani, head
of the Iranian Security Council, at the IAEA. 

The Europeans also offered technical aid to the Iranian nuclear program in
exchange for Teheran's promise to renounce uranium enrichment. 

The United States opposes the offer, arguing that Iran cannot be trusted to
follow through on its promises to halt nuclear arms-related work. 

A U.S. official said the European effort to solve the Iranian nuclear crisis
is part of a "multipolarity"  the idea that nations other than the United
States can play leading roles as power brokers in the world. 

Iran has insisted its nuclear program is strictly for peaceful purposes. But
U.S. and Western intelligence services have obtained convincing evidence
that the Iranian nuclear program is bent on developing a nuclear warhead for
Iran's 620-mile-range Shihab missile. 

German Foreign Minister Joschka Fischer warned Iran before the IAEA meeting
last week to fulfill its obligations regarding nuclear matters to "avoid
miscalculations that might bring us into a very serious situation." 

U.S. officials said there are growing worries that Israel would take
military action against Iranian nuclear facilities before Russian nuclear
fuel can reach the Bushehr nuclear reactors, or before Iran completes
construction of a centrifuge cascade  a bank of hundreds of centrifuges that
make enriched uranium for nuclear weapons.
