Macedonian Capital Said To Host 'Fundamentalist Cells' Preaching 'Wahabi'

[Text]     Despite the absence of official police reaction, intelligence
sources have told Vest that the statement by Claude Monique [name as
transliterated], international terrorism adviser and European institutions'
councilor, on the existence of Al-Qa'ida-related cells also in Macedonia is
not groundless.   They claim that Skopje hosts a number of fundamentalist
cells that preach a new extreme and distorted doctrine of the Muslim faith
called "Wahabi."

    Such cells can be found in Skopje's Gazi Baba Municipality and the
villages surrounding the capital -- Kondovo, Ljubin, and near a mosque in
the Suto Orizari district.

    The same sources have explained that that these cells infiltrate
impoverished and poorly educated environments, which are told that the
state's intention is to undermine their religion and prevent them from
having children.   On the other hand, the cells that are located in the city
glorify the Mujahidin fight before the believers, disseminating written
material to those who are literate, asking them to worship Islam through
blood and claiming that whoever fights in the name of Allah will also die in
his name, turning into a shahid [martyr] in paradise, where he would be able
to enjoy all the pleasures that he could not enjoy during his life on Earth.

    There have also been cases in Skopje's Tutun Mosque, Jahja Pasha Mosque,
and Alaxha Mosque when fanatics from these cells would call on the believers
to fight for Islam with no fear, because they would apparently feel no pain
or bullet in such a fight.

    The number of members of these cells is low, ranging between 20 and 30
people, who normally meet afternoons at dusk during the mullah's call to
evening prayer.   The rooms in which they perform their so-called religious
rites are empty.   Sitting cross-legged on the floor, they make strange
movements, while continuously calling something out loud.   At the end of
the ceremony, they smear their bodies with a liquid, which they claim to be
holy water.

    Those interested in joining this new doctrine must sign some kind of
formal statement, committing themselves to regular attendance of this
so-called learning and to growing a beard.   Cell members are paid 100 to
200 euros a month.   The last "salary" that they received was during the
Ramazan Bajram religious holiday.   Their financial center is in a city in
Austria.   The money intended for the funding of these cells are brought
into Macedonia in cash to disguise its affiliation with Al-Qa'ida.

    The presence of these cells has already caused fear among the local
population, which is afraid for its safety because it has witnessed these
organizations' members' violent behavior while entering the mosques on
several occasions so far, when they tried to impose their doctrine,
criticizing the believers' ignorance of proper prostration and prayer.

    Brussels, too, has warned of the danger of the presence of these cells.
Several days ago, Claude Monique, international terrorism adviser and
European institutions' councilor, pointed to Skopje Mufti Zenun Berisha as
someone who maintains close contact with Al-Qa'ida.   According to him, the
mufti is implicated in a dangerous game with the fundamentalists, who are
also expected to set up terrorist cells.

    The Interior Ministry has refused to comment on Claude Monique's
statements.
