New evidence on Khan network points to larger N. Korean role 

The reach of the covert nuclear supplier network headed by Pakistani
A.Q. Khan is wider than earlier thought with evidence that North Korea
exported nuclear material for Libya's arms program. 
U.S. intelligence officials said traces of plutonium that originated
at North Korea's Yongbyon nuclear facility were found on containers
shipped to Libya. 

The containers were part of the thousands of tons of material given up
by the Tripoli government last year. 
Disclosure of the intelligence came as two U.S. National Security
Council officials, Michael Green and Will Tobey, met in Asia with
Chinese, South Korean and Japanese officials to brief them on the
findings. 
For officials in the region who doubted U.S. concerns, the new
information is "more evidence about what the North Koreans are up to,"
an official said. 
The evidence shows the further involvement of the A.Q. Khan network
and the involvement of North Korea, officials said. 
Until the disclosures last week the Khan network was known to have
supplied such strategic goods as centrifuges and uranium enrichment
material, primarily to Libya. 

"The exact circumstances are not clear but what this shows is that
North Korea is involved in uranium enrichment that goes back a lot
longer than previously was understood," one official said. 
The evidence indicates that North Korea violated the 1994 Agreed
Framework, which called for Pyongyang to give up all nuclear weapons
work, as soon as the ink was dry on the agreement, officials said. 
Additionally, the halt of the plutonium program at Yongbyon led the
North Koreans to develop a parallel nuclear arms program based on
enriched uranium as the fuel for nuclear bombs. 
North Korea has refused to give up its nuclear arms program following
revelations in October 2002 of its covert uranium enrichment program.
