IAEA WARNS IRAN, N KOREA
4.3.2005. 16:46:37

The United Nations atomic agency has called on North Korea to return to
six-party talks on its nuclear program, after Pyongyang said "hostile" US
policy was forcing it to make nuclear weapons.

A statement from the International Atomic Energy Agency (IAEA) expressed
grave concern over North Korea's February 10 announcement saying it would
"suspend its participation in the six-party talks for an indefinite period,
and that it had manufactured nuclear weapons."

North Korea said a moratorium on testing long-range missiles it had agreed
to in 1999 when Bill Clinton was US president was rendered invalid by George
W. Bush cutting off bilateral talks on missiles when he took office in 2001.

The US on Thursday criticised North Korea's decision to end its
missile-testing moratorium, saying the move threatened regional stability
and deepened Pyongyang's isolation.

An IAEA statement said the watchdog "strongly encouraged all the parties
concerned to redouble their efforts to facilitate an early resumption of the
six-party talks with a view to achieving a peaceful resolution of the DPRK
(North Korea) nuclear issue."

It also "urged the DPRK to completely dismantle any nuclear weapons program
under credible international verification."

The statement was written by the five nations on the IAEA board which are
involved in the six-party talks - China, Japan, South Korea, Russia and the
United States.

North Korea expelled IAEA inspectors in December 2002 and withdrew from the
nuclear Non-Proliferation Treaty (NPT) the following month.

During the regular agency meeting in Vienna on Thursday the IAEA also took
Iran to task for lack of cooperation with international nuclear
investigators.

But the nuclear watchdog left room for EU-Iran talks that would seek
guarantees from Tehran that it was not developing atomic weapons.

However, Tehran is unlikely to yield on its right and intentions to make
nuclear fuel, a potential sticking point with the IAEA.

Claims emerged at the IAEA meeting that Iran was using reinforced materials
and deep tunnels to store nuclear components, measures that would make its
nuclear facility resistant to "bunker buster" bombs.
