Bosnian Serbs launch 'Hague or Hell' campaign

ISN SECURITY WATCH (23/03/05) - Bosnian Serb authorities have for the
first time initiated a public campaign urging citizens in the
country's Serb-dominated entity to help locate war crimes suspects
wanted by the UN tribunal.

The "It's Us or Them" campaign, carries a less-than-subtle slogan:
"Either they go to The Hague or we go to hell."
Officials have said they would put up billboards throughout the
country's Republika Srpska entity, listing the names of fugitive war
crimes suspects and a hotline telephone number to call with any
information as to their whereabouts.

Bosnian Serb authorities said the campaign also includes a plan to
broadcast advertisements on local television that portray the
most-wanted war crimes suspects, particularly wartime Bosnian Serb
leaders Radovan Karadzic and Ratko Mladic.
The move is a significant one given the fact that many still view
Karadzic and Mladic as war heroes.

Jovan Spajic, the director of Republika Srpska's Bureau for
cooperation with the Hague-based International Criminal Tribunal for
former Yugoslavia (ICTY), told a press conference that the campaign
was meant to inform the public about the necessity for Bosnian Serbs
to fulfill their obligations to the UN court. He also said the local
authorities fully expected the citizens to assist in informing on war
crimes suspects.

Bosnian Serbs are under immense international pressure to hand over
all war crimes suspects believed to be hiding in the entity. The
failure to fully cooperate by next month could lead to Bosnia's third
rejection for its bid to join NATO's Partnership for Peace program.
In April, NATO will again consider Bosnia's application for the
program, which is a first step towards joining the alliance. A third
rejection could signal the end of Bosnia's NATO bid.
The EU has set the same conditions for Bosnia to begin membership
negotiations.

The international community's high representative to Bosnia, Paddy
Ashdown, has threatened further sanctions against Bosnian Serbs if
NATO rejects its bid for a third time.
Ashdown has used his sweeping powers to fire scores of high-ranking
officials and freeze the assets of those suspected of supporting war
crimes fugitives.

Bosnian Serb authorities have so far failed to arrest a single war
crimes suspect, and has managed to use financial incentives to
persuade only four to surrender voluntarily.
The entity's "surrender program" offers �25'000 to war crimes suspects
who voluntarily surrender, as well as additional financial assistance
to suspects' families.
