Identity-card crisis leaves many wondering when ordeal will end

Dubai: Pakistani expatriates in the UAE are furious over the delays to
get their new computerised national identity cards.

What makes the situation frustrating for the majority of them is that
they applied for the cards more than six months ago.

The courier company responsible for delivering the cards has been slow
because about 47,000 cards sat in its offices at the end of February
waiting to be delivered.

"We were told the cards would be ready within four to eight weeks, but
it has been over seven months since we applied for our new National
Identity Cards for Overseas Pakistanis [Nicop], but did not get them,"
said M. Bashir, a resident in Dubai.

Similar complaints are received almost every day at the Pakistan
Consulate in Dubai and the embassy in Abu Dhabi. The situation, however,
remains unchanged.

"People are referred to the TCS courier service, which is responsible
for the delivery of cards and are not told at all why their cards are
not ready yet," said Dubai resident Kabir Khan. He said he needed to
sell his property in Pakistan, but cannot do so without his Nicop.

The old Pakistani national identity cards were cancelled by the Pakistan
Government on January 31, 2004, and it is mandatory for every Pakistani
to have a new computerised ID card, ie, the Nicop.

Pakistani missions in the UAE had signed a contract with the TCS courier
service for delivery of cards to applicants in the UAE.

"Applicants were asked to pay an additional Dh4 [Dh56 instead of Dh51]
per card after the contract was signed. The courier company was supposed
to deliver cards to the door of the applicants, but it has not done so.
People must go to the office in Dubai or Abu Dhabi to get their cards.

"What's the use of paying the extra money if we have to go to their
offices to get our cards," another applicant said.

Hurdle

    * Cards received from Nadra: 166,947
    * Cards delivered by the courier company:119,914
    * Cards pending with the courier company:47,033
    * Jamil Janjua, chief executive of TCS courier service, told Gulf
News the company is taking every possible step to speed up delivery of
cards.
    * "We have delivered the majority of the cards we have received from
the Nadra," Janjua said. "The only hurdle causing delays in the delivery
of the cards is that we don't have telephone numbers of the applicants
and we are not allowed to deliver these cards to post-office boxes."
