Colombia fighters reject amnesty

The peace process between the Colombian government and the leadership of
the illegal right-wing paramilitaries is threatening to fall apart.

After a tense day of negotiations, the United Self Defence Forces of
Colombia, the AUC, said it would not accept the terms of a proposed
amnesty law.

Paramilitary leaders say the legislative framework making its way
through Congress is too severe.

The US and the UN say it is too lenient and leaves loopholes.

The AUC says the new law would still leave them open to extradition to
the United States on drugs charges, where many have warrants pending on
drugs trafficking charges.

Strategy

Efforts to disarm the brutal AUC, responsible for some of the worst
atrocities of the 41-year civil conflict, has been the centrepiece of
President Alvaro Uribe's strategy to bring an end to the violence.

He is hoping to demobilise the paramilitaries, then force the Marxist
guerrillas to the peace table, if need be at the point of a gun.

However, both the paramilitaries and the guerrillas are deeply involved
in the drugs trade.

There is evidence that elements of the two sides have come to
arrangements to facilitate business.

Should the paramilitary peace process fail, the once sworn enemies may
find themselves united in their drug smuggling interests and against the
government.
