Millions to fight war on terror

By IAN McPHEDRAN In Canberra
May 10, 2005
TENS of millions of dollars to boost the fight against terror will be
included in today's Budget.

A two-pronged approach will focus on intelligence gathering and more
resources to investigate terrorism at home, and initiatives to fight
terror in the region and protect Australian interests overseas.
That includes millions of dollars to improve security at Australian
embassies and the creation of so-called "flying squads" to assist
regional governments counter terrorism.
The Federal Government will today remind Australians of the grave risk
they face from terrorist attack.
At a security conference in Canberra, Attorney-General Philip Ruddock
will reveal fresh intelligence that marks Australia as a terrorist target.
"Now, more than ever, we need to be vigilant against the possibility
of terrorist attack," Mr Ruddock will tell the conference.
"Our intelligence tells us that Australia remains a [terrorist] target."
Mr Ruddock will also use the occasion of the conference to accept the
first of the Federal government's fleet of 10 armoured limousines.
Prime Minister John Howard and visiting foreign leaders will be able
to travel in specially modified armoured Holden Caprices.
The luxury security vehicles are fitted with a blast resistant
passenger shell and reinforced poly carbonate windows. The car doors
are lined with laminated composite armour panels.
Mr Howard and the other VIPs will be safe from attack by small arms
fire and explosives but not from rocket propelled grenades.
The cars will also be fitted with special "run flat" tyres that can
carry a vehicle away from an attack at 80km/h.
Government officials refused to provide details of the vehicle
specifications for security reasons.
Such VIP cars often include emergency air supplies, an assault alarm
and fire extinguishing system.
The project is part of a $19.3 million diplomatic protection
initiative announced in last year's Federal Budget.
The top-of-the-range Holdens retail for about $75,000 but the security
modifications will more than treble that figure.
Timed to coincide with the release of the 2005 Federal Budget, the
Security in Government Conference will bring together the nation's top
security officials.
ASIO chief Dennis Richardson and Australian Federal Police
Commissioner Mick Keelty will join Mr Ruddock and the chair of the
National Counter-terrorism Committee Andrew Metcalfe on the conference
program.
Mr Keelty will focus on cyber crime, identity fraud and the financing
of international terrorism.
He will also discuss ways of measuring the benefits of the AFP's
counter terrorism operations to the Australian people.
