China has deployed 14 new subs since 2002; increased patrols projected China's very public surfacing of a nuclear-powered submarine near Japan in November surprised Japan's defense forces, which went on alert and chased the Han-class vessel southwest of Okinawa. Beijing claimed the submarine incursion was due to a technical error. But Pentagon officials believe the Chinese were testing Japan's submarine detection capabilities. Pentagon officials said there have been no similar Chinese submarine deployments near U.S. coasts, but the Han attack submarine in question also sailed near Guam, where U.S. military forces are building up. A Pentagon intelligence official said China is expected to conduct more submarine patrols in the future. "As the force increases in size, we're going to see them more and more frequently, especially as they develop proficiency and comfort with the use of the submarine force."
