Al Qaida looks to establish cell in Egypt Al Qaida has quietly sought to establish an operations cell in Egypt. But the organization has been hampered by resistance from the Muslim Brotherhood and groups that ended their insurgency over the last few years. Intelligence sources said Al Qaida has sought to organize cells among Bedouins in the Sinai Peninsula as well as Islamists in the slums of Cairo. The efforts have led to several attacks over the past year against Western and Israeli targets. But the cells were poorly organized and Egyptian authorities quickly identified the leadership. Al Qaida has not managed to obtain Brotherhood support. Indeed, Islamic groups have resisted Al Qaida's efforts to renew operations against the regime of President Hosni Mubarak. At one point, Al Qaida deputy chief Ayman Zawahiri sought to recruit his old organization, Jihad, to renew attacks against the Mubarak regime. Zawahiri sent Jihad military chief Rifai Taha, extradited from Syria to Egypt in 2002, a series of messages starting in 1999 that urged Jihad's return to the Al Qaida fold. At one point, Zawahiri suggested that Al Qaida would kill Jihad leaders who refused to resume operations. "Beware of losing both in this world and thereafter," Zawahiri wrote in documents that originally appeared in the London-based A-Sharq Al Awsat daily. "Your loyalty must be to God and his prophet.
