Srebrenica carnage work of thousands

More than 19,000 Bosnian Serbs have been identified as having taken 
part in what became a three-day massacre of thousands of civilians 
at Srebrenica during the Balkans war 10 years ago.


It was Europe's worst atrocity since World War II.
Police, troops and civilians helped facilitate the slaughter of 8000 
people, mainly Muslims, through tasks that included logistics, 
transport and communications as well as military operations, a 
report by an inter-ethnic panel in Bosnia has found.
Some of those accused may still hold official positions in the 
police and military.
The Bosnian Serb Government has said that nearly 900 people 
suspected of participating in the atrocity might still be employed 
by the Serb Republic.

The huge figure came from an attempt to identify exactly what 
happened in July 1995 after Bosnian Serb forces captured the town, 
which was under the protection of United Nations troops.
The Government admitted last year under international pressure that 
its forces killed thousands of Muslims in the three-day rampage in 
the former UN "safe area" of Srebrenica.

The Special Bosnian Serb Government Working Group, which has been 
compiling the report since 2003, said the names would not be made 
public.
Instead, they will be turned over to Bosnia state prosecutors for 
review and possible criminal charges, particularly for those who 
still hold official jobs.

"Among those who took part in the crimes were both officials who 
issued orders and executors," Smail Cekic, a Muslim member of the 
panel, told a news conference.

The panel gathered information from the Serb Republic's interior and 
defence ministries, army headquarters and the state security agency.
The UN War Crimes Tribunal provided crucial help for the panel and 
its report would be sent to The Hague, Mr Cekic said.
Paddy Ashdown, the country's international peace overseer, first 
ordered the Government to identify the perpetrators.
"The report … represents a serious attempt to comprehensively 
catalogue all persons implicated in the crimes in the Srebrenica 
area in the period from 11-19 July 1995," Mr Ashdown's office said 
in a statement.
The panel did not assess the level of involvement or responsibility 
of the massacre participants, Mr Cekic said.
