PNP adopts 3-tiered defense system to foil terror attacks By Thea Alberto INQ7.net Posted date: September 01, 2006 THE Philippine National Police on Friday began implementing a "three-tiered defense system" to thwart terror plots ahead of the fifth anniversary of the September 11 attacks in the United States. Chief Superintendent Wilfredo Garcia, PNP Director for Operations, said the system is a "strategic measure" that involves intelligence, target hardening, and incident management. Garcia said he released a memorandum directing all Police Regional Offices and National Support Units to implement the "3-Tiered Defense System." "This are pro-active measures," Garcia told INQ7.net in a phone interview. Citing a government security document, the Associated Press said Sunday that police feared bombings during the fifth anniversary of the 2001 terror attacks on the World Trade Center and the Pentagon as two explosives experts belonging to the Rajah Solaiman Movement, an al-Qaeda linked group, had arrived in Manila. The report said the two bomb experts were also involved in the February 2004 bombing of the Superferry 14 off Manila Bay that killed over 200 people and injured hundreds others. But Philippine security officials on Monday denied that the terrorist had slipped into capital as they stressed that there was no "specific threat" of terror attacks in Metro Manila.
