North America Union: Coming soon to a country near you

For a group pretending not to exist, the Security and Prosperity of North
America (SPP) (read North America Union) leaves a substantial paper trail.
Tossed off as an "Internet conspiracy theory" by some Pooh-bahs in the know,
the SPP will continue to remain off the radar screen as long as the
mainstream media gives it a wide berth.
Through Freedom of Information, Judicial Watch (www.judicialwatch.org
<http://www.judicialwatch.org/> ) has been able to secure actual documents
from the International Trade Administration of the US Department of
Commerce--intriguing documents concerning SPP.
Among information unearthed by Judicial Watch, is a "Discussion of the May
Report of the Independent Task Force on the Future of North America,
sponsored by the powerful and somewhat secretive Council on Foreign
Relations, Building a North American Community and the June Report to the
Prime Minister of Canada and Presidents of Mexico and the U.S., The Security
and Prosperity Partnership of North America."
Pooh-bahs who stud the SPP include Professor Robert A. Pastor, Director,
CNAS, Vice-Chair, Council on Foreign Relations Force on the Future of North
America.
Other big names include Professor Louis Bélanger, Department of Political
Science, Universite Laval, Quebec City, Public Policy Fellow at the Woodrow
Wilson International Center for Scholar.
Heavy hitters such as Susan Harper, Minister-Counsellor and Head of the
Economic and Trade Policy Section of the Embassy of Canada, and Kevin G.
Lynch, Executive Director for Canadian, Irish and Caribbean Constituency
International Monetary Fund, former Canadian Deputy Minister of Finance are
actively involved.
Ambassador Anthony Quainton, Distinguished-Diplomat-in-Residence at AU and a
professor at SIS and Jesús Schucry Giacoman Zapata, Minister of Economic
Affairs, Embassy of Mexico round out the busy group.
An end result of SPP's groupthink is the controversial North American Free
Trade Agreement (NAFTA) controversial Superhighway System that some claim
lends credence to a coming North America Union (NAU).
The semisecret plan, which some including American congressmen insisdt is
behind the efforts to create a European Union-style North American
confederation to link Mexico and Canada with more transcontinental highways
and rail lines, seems closer to reality than conspiracy.
Could the fledgling NAU be the progression of NAFTA minus publicity?
SPP members aroused mega suspicion when they recently met in secret in
Banff, Alberta, allowing no media.
Public Safety Minister Stockwell Day who attended kept mum about the meeting
agenda and Council of Canadians' Mel Hurtig has been blowing the whistle
ever since.
According to the Judicial Watch Freedom of Information documents, SPP
concerns itself with Cross-Border Compatibility Issues, Border Security and
Infrastructure and Business Resumption to name a few.
The group's concern about Pandemic Control is chilling.
"Most experts agree that there is a growing and significant threat of a
global pandemic, but that there is no way to predict either exactly when it
might occur or the severity of the impact . As with any of the risks that we
face in North America--including natural disasters and the ongoing
possibility of another terror attack--it is imperative that all segments of
society be prepared for such a threat.
"In order to safeguard against the threat of a pandemic and to mitigate the
effects of a pandemic should one occur, in the U.S. President Bush has
outlined a coordinated government strategy that includes the establishment
of a new international partnership on Avian and Pandemic Influenza, the
stockpiling of vaccines and antiviral medications, expansion of our
early-warning systems here and abroad, and new initiatives for local and
state level preparedness against the threat of a pandemic."
This is information that surely belongs in the public domain.
Meanwhile, for a group that clings to the shadows, SPP follows a game plan
that could only be described as specific.
Make way for the North America Union, coming soon to a country near you.
