Imagine a world without terror

Imagine a world where the "war on terror" just fades away. It seems a bit of
tough proposition, but a Madrid-based institute is getting a series of
writers to assume this is going to happen, and describe how. 

In the first one, Balder Hageraats, a researcher at the Institute for
Studies of Conflict and Humanitarian Action (IECAH), comes up with eight
possibilities: 

*  Victory according to U.S. President George W. Bush. All the "terrorists"
are dead, the world embraces democracy and capitalism. 

*  Victory according to the French. "Terrorists" are weakened, but Middle
East governments honour their oil and nuclear contracts without too much
hassle. 

*  Isolationism. The United States and its allies limit their links with
anyone else, and heighten security. 

*  Western implosion. Western nations collapse, economic turmoil and social
decay. And, Hageraats says, Chinese peacekeepers try to prevent genocide in
Europe and the United States. 

*  Western defeat. Muslim societies are dominated by Islamic
fundamentalists. 

*  Divine intervention. Hard to say whose god gets in there first. 

*  No end. It just becomes normality. 

*  No end. More and more people are designated "terrorists" and crammed into
Guantanamo Bay. 

*  Fade out. There's a new U.S. president, and the priorities of the present
day get less and less important.
