Pull support for anti-terror pact
KUWAIT CITY: The Parliamentary Foreign Affairs Committee has approved a
draft law forwarded by MP Dr Waleed Al-Tabtabaei in the parliamentary
session held on Dec 4 on withdrawing the committee's support to the
anti-terrorist treaty signed by the Organization of Islamic Countries (OIC).
Approved in the meeting of Foreign Ministers of Islamic countries held
from June 28 until July 1, 1999, the treaty calls for the cooperation of
all Islamic countries in fighting terrorism and rooting out intolerance
among the people.
In its definition of terrorism, the treaty which contains 42 articles
divided into four chapters, stipulates that battles against foreign
invasion are not considered as a terrorist acts.
Pointing out the need to eradicate political crimes around the world,
the treaty appeals to the Islamic countries to unite against those who
support and finance terrorist groups.
The treaty also stressed the need for OIC member countries to exchange
information on suspected terrorists. Suspects apprehended in a
particular country should be referred to other member countries for
questioning. Court hearings for these suspects should be scheduled
within a period of not more than one year. Witnesses should be protected
by all members.
Members can withdraw from the treaty only through an official letter
addressed to the OIC General Secretary.
Al-Tabtabaei explained the treaty should be under the jurisdiction of
the Ministries of Interior and Justice, not the Foreign Affairs
Committee in the parliament. He added the Ministry of Foreign Affairs
had earlier tasked the concerned legal affairs departments to prepare
for the signing of the treaty.
Indicating some articles of the treaty violate Article 70 of the Kuwaiti
Constitution, Al-Tabtabaei said such articles demand the transfer of
suspected terrorists to other countries that signed the agreement.
Meanwhile, the Kuwaiti parliamentary delegation led by MP Dr Mohammed
Al-Busairi has returned from Egypt after participating in the first
anniversary celebrations of the Arab Parliament. The delegation includes
Chairman of the Arab Parliament MP Mohammed Al-Saqer, General Secretary
of the Parliament Sharedal Al-Ma'ousharji, MPs Abdula Wahid Al-Awadi,
Ali Al-Deqbasi and Faisal Al-Shaye.
