Govt warns small businesses on terror

The federal government has released a booklet warning small businesses of
precautions they should take to prepare for a major event such as a
terrorist attack or influenza pandemic.

The publication, titled Good Security - Good Business, reminds small
companies to do things such as draw up instructions that staff can follow in
an emergency.

Most of the advice is blindingly obvious.

"Speak with your insurance company and make sure you are properly insured,"
one section says.

"Identify people to lock doors and secure your premises."

The pamphlet also gives advice that would be impossible for many small
businesses, such as considering developing a relationship with more than one
business supplier so the company can continue functioning should regular
supplies of a product be interrupted.

Other sections are more alarming.

"In the case of an influenza pandemic, you may need to consider business
continuity over a period of two to three months, with possible staff
absences of up to 50 per cent."

In a statement in the foreword of the booklet, Attorney-General Philip
Ruddock warned all businesses operated in an increasingly uncertain world.

"Any number of hazards, such as a natural disaster, fire or a terrorist act
can threaten your business and endanger your livelihood and that of your
employees," Mr Ruddock says.

"For the sake of your business, and for the Australian economy, it is
important you have plans in place to deal with a range of hazards."

The booklet will be distributed through small business organisations and
government-business liaison groups.

Mr Ruddock said the government's national security hotline had now received
more than 88,000 calls, emails and letters since it opened in December 2002.

The government has also updated a booklet outlining Australia's current
counter-terrorism policies and arrangements.

In the foreword to the update, Prime Minister John Howard warns again that
Australia could be hit by a terror attack.

"Despite our strong counter-terrorism capabilities, Australia cannot be
complacent," Mr Howard says.

"The terrorist threat to Australia is very real and will be with us for some
time."
