High-risk Cebu terror warning

AN official warning of a high risk of terrorist attacks in The Philippines
has been reissued as John Howard prepares to hold talks with Asian leaders
in the region on Sunday night.


The Department of Foreign Affairs and Trade yesterday advised people not to
travel to Cebu province, where the talks are being held. 

Fears of a typhoon prompted officials to postpone the original Association
of South East Asian Nations and the East Asia summit last month. 

However, there was speculation that the threat of terrorism was the real
reason, with the cancellation following British warnings that a terror
attack in the area was imminent. 

"We advise you to exercise a high degree of caution in The Philippines
because of the high threat of terrorist attack," DFAT said on its website
yesterday. 

"We continue to receive credible reports that terrorists are planning
attacks against a range of targets, including places frequented by
foreigners. 

"Some reports suggest that terrorists could target sites in Metro Manila,
Mindanao including the Sulu archipelago, and Cebu province." 

The Australian reported yesterday that the Prime Minister would defy the
warnings and travel to Cebu on Friday under tight security. He is expected
to remain in the region for less than 36 hours. 

Trade Minister Warren Truss will also attend the talks, but Foreign Minister
Alexander Downer will no longer be there, citing a scheduling clash after
the summit was postponed and then rescheduled. 

Wary of being overtaken by a growing China and an increasingly confident
Japan, and anxious to tackle criticism it is nothing but a talking shop,
ASEAN wants to draft a mini-constitution for itself this year. 

At ASEAN's annual summit, leaders from the 10 member countries will approve
proposals for drafting the charter, which would turn a group whose hallmark
has been informal consensus into a legal entity with binding rules akin to
the European Union. 

"At the summit, the ASEAN charter has the most far-reaching implications
because of the discussions on the ground-rules," said Victoriano Lecaros,
ASEAN spokesman in The Philippines, which currently holds the organisation's
rotating chair.
