Big Brother will be watching, under a new Patrick administration
anti-terrorism strategy being unveiled today to expand security video
surveillance at major transportation facilities, part of a new push by the
federal government that some critics say is too little and long overdue.

"There are tremendous efforts being made, in terms of cameras,
information-sharing and intelligence-sharing. That's all linked to the
London bombings," said Homeland Security Undersecretary Julliette Kayyem,
referring to the attack of July 7, 2005.

In addition to cameras already being installed at T stations, cameras would
be added around Boston's port and airport facilities.

The Legislature's Homeland Security committee chairman, Sen. James E.
Timilty (D-Walpole) said he welcomes new surveillance and wants to see more.
He called for a British-style network of police cameras aimed at schools and
major public areas.

"We have all the technology and tools, but it has taken too long to get
here. My biggest fear is that our softest targets are places like schools.
I'm very scared about what could happen so we ought to have cameras in
certain places," Timilty said. "I'm bittersweet over this (new strategy).
I'm not suggesting we have cameras everywhere, but they should be in every
area of public transit and at every public school."

He added cameras should have been installed at all major transportation hubs
immediately after the 9/11 attacks.

The new state Homeland Security strategy - the first statewide security
review by the Patrick administration - also will centralize emergency
response in the event of a major natural disaster or a terrorist attack,
ensuring that the entire state is "in concert," rather than controlled by
five separate regional commands,Kayyem said.

"In a time of crisis, we need to be able to make sure that all our systems
are patched in together," Kayyem said. She said the strategy is a starting
point and an effort to respond to new directives and funding changes from
the federal government, which is intensifying its focus on transportation.

"This is only an assessment stage," Kayyem said. "It is about assessing how
to coordinate better."

The 31-page document also recommends better communications between public
safety agencies, improved evacuation plans for Boston and identifying sites
for three large-scale temporary shelters. It also looks at establishing an
Internet-based alert system, including text messaging systems.
