Army terrorism guide sold on the internet
Barry McCaffrey
The British Ministry of Defence is considering investigating how a top
secret army intelligence handbook with detailed sketches of IRA mortars and
booby-trap bombs was put on sale on the internet.
The 66-page manual, titled 'The Terrorist Arsenal: A Quick Guide', includes
diagrams and photographs of home-made mortars, hand grenades and timer bomb
units made by republican and loyalist paramilitaries during the Troubles.
It was compiled by a secret British army intelligence group known as the
Weapons Intelligence Unit operating in Northern Ireland in 1991.
The highly sensitive document, which was marked 'restricted' on each page,
was purchased on internet auction site eBay this week by an American buyer
for £39.
The seller, who did not respond to a number of emails from The Irish News,
claimed the weapons booklet was "extremely rare".
It was marked 'No. 5' on its front cover to identify its ownership.
However, security sources were last night understood to be "highly
concerned" that what amounted to a bomb-making guide was in public hands in
the US.
A British army spokesman confirmed that the Ministry of Defence was
considering launching an investigation into the leaking of the top secret
document.
"We can not comment on the veracity of the actual document, however, in
general terms we would be concerned that restricted documents would fall
into the wrong hands or be in public circulation," he said.
"The Ministry of Defence will decide whether to investigate the
circumstances."
In 2005 Sinn Fein tried to sell on eBay what it claimed was an MI5 listening
device found in its Connolly House headquarters in Belfast.
However, the item was removed after eBay said the sale contravened its
rules.
The bugging device is understood to have then been sold on Sinn Fein's own
website for more than $4,500.

"Fair Use" criteria established in Section 107 of the Copyright Act of 1976.
The principle of "Fair Use" was established as law by Section 107 of The
Copyright Act of 1976. "Fair Use" legally eliminates the need to obtain
permission or pay royalties for the use of previously copyrighted materials
if the purposes of display include "criticism, comment, news reporting,
teaching, scholarship, and research." Section 107 establishes four criteria
for determining whether the use of a work in any particular case qualifies
as a "fair use". A work used does not necessarily have to satisfy all four
criteria to qualify as an instance of "fair use". Rather, "fair use" is
determined by the overall extent to which the cited work does or does not
substantially satisfy the criteria in their totality. If you wish to use
copyrighted material for purposes of your own that go beyond 'fair use,' you
must obtain permission from the copyright owner. For more information go to:
