Agents probe suspected ID operation for illegal immigrants

NORFOLK

For the second time this year, immigration agents say they have uncovered a
phony immigration document mill in Virginia Beach, according to court
filings made public Monday.

Illegal immigrants could pay $110 to get papers that looked legitimate
enough to gain employment, agents with U.S. Immigration and Customs
Enforcement said in the court filing.

Armando "Luis" Gutierrez-Tlaczani, the suspected ringleader of the
operation, reportedly was based in the Pembroke section of the city. He was
ordered jailed without bond Monday after an appearance in U.S. District
Court.

Gutierrez-Tlaczani was arrested last week and charged with selling phony
immigration documents from his apartment. The court papers did not list a
specific address.

Gutierrez-Tlaczani would receive a package containing phony documents at
least once a week from someone in Los Angeles, according to a court
affidavit filed by Immigration and Customs Enforcement special agent Brett
D. Kolb.

He would then sell the documents - phony green cards and Social Security
cards - to illegal immigrants who needed them to work in the United States,
Kolb said in the filing.

Postal authorities identified 16 packages delivered from Los Angeles to
Gutierrez-Tlaczani's address since April. Records do not say how many
documents were delivered.

Agents with Immigration and Customs Enforcement began investigating
Gutierrez-Tlaczani in August after an unidentified informant told them what
was going on at the apartment, the court record says.

The agents sent the informant to the apartment to buypurchase documents.
After paying Gutierrez-Tlaczani $110 in August, the informant received a
green card that was registered to a Polish woman and a Social Security card
with a number that belongs to a child, Kolb said in the papers.

The agents later learned that Gutierrez-Tlaczani had been deported four
times since 1996. On two of those occasions, he was deported following
convictions for cocaine trafficking, according to the court records.

The agent in charge of the local Immigration and Customs Enforcement office
did not return phone calls seeking additional information. The lawyer for
Gutierrez-Tlaczani declined to comment following Monday's court hearing.

Gutierrez-Tlaczani will remain jailed pending grand jury proceedings.
Immigration agents have filed a notice of deportation against him.

This is the second suspected immigration document mill that Immigration and
Customs Enforcement has uncovered in Virginia Beach this year.

In March, Narciso Salas and his wife Maria Salas were arrested after agents
discovered the couple selling phony documents from a taco stand on Virginia
Beach Boulevard.

The Salases pleaded guilty in federal court to selling fake documents.
Narciso Salas was sentenced to four years and eight months in prison. His
wife was sentenced to two years and two months in prison.
