On November 22, 2007, the Islamist website Kavkaz Center (www.kavkazcenter.com <http://www.kavkazcenter.com/> , hosted by PRQ-NET-COLO in Sweden), which supports the mujahideen in the Caucasus, posted a communiqué by top Chechen jihad commander Dokka Umarov, in which he announces the establishment of the "Caucasus Emirate." In the message, Umarov also calls on the Muslims to wage jihad against the Russians in order to reclaim Chechnya and the rest of the Caucasus, as well as other territories which were once part of dar al-Islam (i.e., under Muslim rule). Following are excerpts from the English version of the communiqué, as it appeared on the website:[1] <http://memriiwmp.org/module/blog/edit_blog.php?&id=324#_edn1> " I reject all laws and systems established by infidels in the land of Caucasus. I reject all names used by infidels to divide [the] Muslims. I declare the ethnic, territorial and colonial zones [bearing] the names of "North-Caucasian Republics," "Trans-Caucasian Republics" and other such [labels] as outlawed. "I am officially declaring [the] creation of the Caucasus Emirate. [I declare] all lands in the Caucasus where [there are] Mujahideen who gave bayah (oath) [i.e. pledged alliance] to [b]e velayats (states) of the Caucasus Emirate, including Dagestan, Nokhchiycho (Chechnya), Ghalghaycho (Ingushetia), Iriston (Ossetia), the Nogay steppe and the combined areas of Kabarda, Bulkar and Karachay. "I do not believe it is necessary to draw the borders of the Caucasus Emirate. Firstly, because [the] Caucasus is occupied by infidels and apostates and it is [part of] Dar al-Harb, the territory of war. Our first task is to make the Caucasus [part of] Dar al-Islam, establishing the shari'ah throughout the land and expelling the infidels. Secondly, after expelling the infidels we must reclaim all [the] historical lands of [the] Muslims, and these borders are beyond the boundaries of the Caucasus. " Those who attack Muslims are our common enemies wherever they are. Our enemy is not Russia only, but also anyone who wages war against Islam and Muslims.
