A man who was stopped Tuesday morning and questioned by a police officer
near the University of Maryland's Baltimore campus was arrested after a
makeshift explosive device fell from his knapsack when he fought with the
officer, authorities said. 


The man was being questioned by detectives, and charges had not been filed
Tuesday evening. His name was not released. 


Sterling Clifford, a Baltimore police spokesman, said the man was stopped by
the university officer in the 800 block of W. Baltimore St. about 7:30 a.m.
"The man was clutching his side as if he was trying to conceal a weapon,"
Clifford said. 


The university officer told the man that he was going to search him, and
Clifford said the man fought back. During the scuffle, Clifford said, the
man's backpack fell to the pavement and "a small explosive device fell out."



The spokesman would not describe the device further, saying only that it
"would have been unable to do serious damage." About 11:30 a.m., Baltimore
police bomb squad members detonated the device. 

Clifford said that police from the University of Maryland, Baltimore are
expected to file assault charges, and city police would charge the man with
possessing an explosive device. 


The suspect was arrested about one block west of the main downtown campus,
and Clifford said the motive "does not appear to [be] anything related to
the university."

The man who was arrested near the University of Maryland's Baltimore campus
yesterday after a scuffle with a police officer who found a makeshift
explosive device was charged today with assault, reckless endangerment and
concealing a deadly weapon.

Baltimore police spokesman Sterling Clifford identified the suspect as
Dallas Jermaine Smith, 22, who has no fixed address. A District Court
Commissioner yesterday ordered Smith to be held without bail; his next court
appearance has not yet been set.

Clifford said that a university officer stopped the man in the 800 block of
W. Baltimore St. yesterday morning because he was clutching his side as if
he was trying to hide a weapon. The man fought back and the explosive device
fell out of a knapsack during the scuffle, Clifford said.

Members of the police bomb squad detonated the device. Clifford would not
say how it was made but said that it would have caused minimal damage if it
had gone off. Police said they do not have a motive but said they believe
the university's Biotechnology Institute was not a target.
