Indonesia: Resurgent al-Qaeda may be a new threat, experts say http://www.adnkronos.com/AKI/English/Security/?id=1.0.2362807005 Jakarta, 24 July (AKI) - Al-Qaeda may create a new terrorism threat through informal networks in Indonesia, rather than the Islamist movement Jemaah Islamiyah, experts say. Sidney Jones, from the International Crisis Group, and Greg Fealey, from the Australian National University have warned that authorities need to focus less on Jemaah Islamiyah and more on informal networks keeping "the jihadist flame flickering." "These networks of people can be based around economic activity, around education, around religious activity, around mosque groups, This is a way that people can keep the jihadist flame flickering," Fealey told the Australian daily, The Canberra Times. "Even if an organisation like JI is disrupted or groups like Noordin Mohammed Top's disintegrates, these kind of groups ... can go underground for years on end and can re-emerge when conducive conditions return,'' he said. Top is a radical Islamist who is top of Indonesia's most-wanted list. He is suspected of masterminding deadly bomb attacks in Indonesia. The experts said that the threat of terrorism in Indonesia from Jemaah Islamiyah has declined because the group was moving away from using large scale attacks. Jones said understanding these networks, and how people crossed organisational lines, was crucial. ''One of the key groups in that category is the group I would call the 'nothing to lose' category, who face very serious sentences if they were arrested,'' she said. Jones said that Southeast Asia had been blessed in recent years by a lack of attention from ''al-Qaeda central'', but there were reports about a man known as ''Jafar the Algerian'', based in the Indonesian capital, Jakarta. ''It looks like this man had direct links to one of the al-Qaeda affiliates in Algeria, which is the first real indication that we have of direct contact with any al-Qaeda personalities from mainstream JI since 2003 ... if we are seeing a return to an establishment of contact in the region it is not good news,'' she said. Jones made the remarks while speaking at the Safeguarding Australia summit in capital Canberra on Wednesday. Jemaah Islamiyah has been listed as a terrorist organisation by the United States and the European Union and has been blamed for the Bali bombing of 12 October 2002 which killed 202 people. Their aim is to create an Islamic state in Southeast Asia. (F)AIR USE NOTICE: All original content and/or articles and graphics in this message are copyrighted, unless specifically noted otherwise.
