Shield Plan

In order to reinforce the fight against drug trafficking, the Bolivarian
National Armed Force (FANB) will deploy 15,000 troops to the Colombian
Venezuelan border through an initiative called the Shield Pan. The Head of
Strategic Command of the FANB, Major General Henry Rangel Silva, explained
on 2 November 2010 that this operation will strengthen Operation Sentinel, a
larger operation intending to strengthen security.

The Shield Plan will reinforce constant patrolling on the border and will
work to combat violence, drug trafficking, kidnapping, and extortion, along
with food, weapons, and fuel smuggling. The Major General said that
approximately 3,800 troops will go to the State of Tachira, where new
checkpoints will be set up.  Additionally, some troops will be sent to
monitor the more navigable rivers used by organized crime groups. Silva also
said that the 25th Caribbean Brigade, located in La Fría, in the
municipality of García de Hevia, received three armored vehicles and guns
that will enable greater mobility and protection of the border. The Major
General also stressed that this operation was undertaken to protect
Venezuelan sovereignty.

 The Shield Plan is part of Operation Sentinel, which extends from
Castilletes (in the northwest, Zuila State), to San Simon del Cocuy (in the
southwest, Amazonas State). According to Major General Fredey Alonso
Carrion, Operation Sentinel will be extended indefinitely and will include
three infantry brigades from the Army and one from the Navy, along with a
special operation battalion also from the Army, known as the Anti-Extortion
and Kidnapping Special Action Group.
