Al Qaida gearing up for increased Iraq ops in 2011 as U.S. withdraws 

BAGHDAD - The Al Qaida network in Iraq has launched an effort to intensify
operations. 

The U.S. military has determined that Al Qaida was accelerating recruitment
and increasing operations in preparation for the withdrawal of the U.S.
military at the end of 2011. The U.S. assessment envisioned Al Qaida efforts
to stage nearly daily mass-casualty attacks throughout Iraq by the middle of
next year. 

"Al Qaida is determined and they have never changed," U.S. Army Brig. Gen.
Jeffrey Buchanan said. 

[On Dec. 9, a senior Iraqi security official was assassinated in Baghdad.
Iraqi sources said Ahmed Al Dujaili, a director at the National Security
Ministry, was killed as he was being driven to Baghdad airport. There was no
immediate claim of responsibility.] 

Officials cited an increase in Al Qaida suicide bombings in late 2010,
particularly in November. They said the Islamic insurgency campaign has been
fueled by the recruitment of Iraqis, including Sunnis who have served in the
security forces. 

At this point, Buchanan said, the AQI effort has not significantly harmed
Iraqi security. The general said the rate of daily attacks was at its lowest
since the U.S. invasion of Iraq in 2003. 

"They have no support among the people," Buchanan said at a Dec. 7 briefing.


Officials said Iraqi security forces have increased their effectiveness in
blocking Al Qaida operations. But they acknowledged that much of the success
stemmed from U.S. military training and mentoring. 

"We've still got a lot of work to do," Buchanan said. "We're not done."
