Title II, Americans with Disabilities Act requires agencies and corporations to "make accomodations" in consideration of the disabled. And the driver's "beliefs" don't trump federal law! In short, any bus driver or other actor who "forces" a certified guide dog and it's disabled master off public transit or refuses to transport one, can be both PERSONALLY sued and the agency they're employed with can be held liable as well.
