Simulation finds U.S. military role needed to secure Palestinian state

WASHINGTON - A high-level war game has pointed to the need for a U.S.
military force to help any Palestinian state in the West Bank. 

The Saban Center for Middle East Policy determined that U.S. troops would be
required to guarantee any security arrangement between Israel and a
Palestinian state in the West Bank. The center, part of the Washington-based
Brookings Institution, asserted that such an American force could be
empowered to act independently to halt threats from Iran or other foreign
countries in any Palestinian state. 

"Israel will inevitably require a guarantee of security to go ahead with any
agreement that results in its withdrawal to what will ultimately be the
final borders of a Palestinian state," the center said in a report released
on May 31. 

"In the short term, this need would seem to be best served by an American
presence within a third-party force to assist or temporarily supersede
Palestinian security forces in the West Bank, and by maximizing American
control and freedom of action, so that the United States, and not the PA,
would ultimately be responsible for the portion of Israeli security that the
Israel Defense Forces would effectively surrender as part of the agreement."


The report, titled "An Uncertain Road," was based on a so-called crisis
simulation in March to test any security arrangement between Israel and an
independent Palestinian state in the West Bank. 

Author Kenneth Pollack, director of the Saban Center, said the wargame
pointed to the frustration of such an arrangement, including lack of
Palestinian counter-insurgency cooperation. 

The simulation, aided by the three governments, pointed to tension between
Israel and the United States, which has trained Palestinian Authority
security forces. At one point, the new Palestinian state allowed U.S.
troops, rather than Israel, access to a suspected Iranian missile cache in
the West Bank city of Jericho. 

"The introduction of large numbers of American and other foreign military
forces to the West Bank with authority superseding that of the Palestinians
could actually undermine the Palestinian security establishment, by
depriving it of both its operational role and its legitimacy in the eyes of
the Palestinian people," the report said. 

The report said Israel would be willing to turn security in the West Bank to
a U.S.-led multi-national force rather than to the PA. But such a preference
would significantly hamper PA security development. 

The simulation also envisioned Palestinian hesitation to cooperate with
Israel on border security and counter-insurgency.

Organizers drafted scenarios that included Iranian intervention in the new
Palestinian state, which comprised nearly the entire West Bank. Under the
simulation, two Israel Army battalions were assigned to work under the
Palestinian security forces. 

In one crisis, Israeli intelligence learned that Hamas established an
operational squad in the northern West Bank city of Jenin. Israel urged the
United States to respond immediately while Palestinian leaders insisted that
they conduct any CI operation. In the end, U.S. and PA forces placed a
suspected Hamas safe house under surveillance. 

"The move ended with Israel being hit by a large-scale, multiple-suicide
bomber attack against a small town near Haifa that killed over 40 people,"
the report said. 

In another scenario, the U.S. peace-keeping force came under attack from
suspected Palestinian insurgents outside of the southern West Bank city of
Hebron. During the simulation, Israel and the United States agreed to allow
the Palestinian government to handle security in the area. 

"The course of the simulation suggested that arrangements that put U.S. and
other foreign forces in more of an overwatch role with the PA ready to step
in if necessary, but largely allowing the PA security forces to take the
lead might suit both Israeli and Palestinian needs," the report said. 

"The key would be assuring the American people that this would not
jeopardize either the security or mission of the American forces, a la
Somalia, and working out rules governing how and when those U.S. and other
foreign forces would intervene."
