IBM has recently announced an OSLC adapter for integrating Atlassian JIRA with Rational Team Concert, Rational Quality Manager, and Rational Requirements Composer. The project is still an incubator, but it's publicly available to download. It runs as a JIRA plugin and is a compliant OSLC-CM 2.0 provider for JIRA.
