[oslc-core] FYI: A couple minor fixes I did around oslc:ServiceProvider and usage of oslc:domain

I fixed the XML sample to use rdf:resource attribute instead of anyURI 
value.

I updated the core spec as well to indicate oslc:domain should have 
Representation as being Reference.
