[oslc-core] Heads-up: OSLC Core spec at new URL now

In preparation for finalization tomorrow, I have moved the OSLC Core
spec to its final URL:

   http://open-services.net/bin/view/Main/OslcCoreSpecification

I also moved the query spec and the appendices to non DRAFT URL.
