|OSLC Baseline proposal

I have updated the OSLC baseline page (
http://open-services.net/bin/view/Main/BaselinesInOslc) to include
a proposal for baseline creation through OSLC, including composite or
cross-tool baselines.
Comments are welcome, either on that wiki page (there's a comment box at
the bottom) or through email.
