I believe there is a difference between 
http://open-services.net/bin/view/Main/OslcCoreVocabulary#allowedValue and 
oslc:allowedValues

The oslc:AllowedValues 
class(http://open-services.net/bin/view/Main/OSLCCoreSpecAppendixA#Resource_Allowed_Values)
 takes the attribute oslc:allowedValue, whereas oslc:allowedValues is a 
property to a reference with range of oslc:AllowedValues

The spec is the authority on these things.  Also I do see it in the 
vocabulary document at 
http://open-services.net/bin/view/Main/OslcCoreVocabulary#allowedValue Was 
there another location or way you expected this represented in the 
vocabulary?
