Just a few points on your questions:

1. We distribute no more than 10 dots.

2. We avoid any priority system because of the complexity and time
involved,  telling people to put their dots wherever they want, e.g.
one on ten different actions or all ten on one or anything in between.

3. Once we do a quick count of the largest concentrations, we write
up the priorities and votes and announce them.

4. Before going into action planning, we open the marketplace and ask
if anyone will "adopt" a priority and lead an action planning session
as a project leader.

5. We provide extra time and a common format for the action planning.

6. We ask the project leaders to give a one/two minute summary of
their plans after they meet.

7. You can hold another priority vote, if you want, on the proposed
action plans.
