Otherwise, everything ought to be on the table even though everything does not get implemented. It is far more likely that more issues and actions will emerge if no pre-conditions are set by the planning team on the participants. What happens to passion, commitment and ownership if there are limits and no-go areas? Participants are reasonable and responsible people who have a stake in making a better future. Let's give them a little credit and trust to recognise what is positive and possible.
