I think your are right on.  It is hard for most formal leadership (be
that at the CEO, VP, Director or Manager level) to understand how to
sustain the "change", to deal with the "emergent".  It does not fit
current management "training" and is frightening to managers who think
they are required to "control" - infact, they often perceive that their
identity comes from "managing" or controlling.
