Paul, Your comments reminded me of books by John W. Gardner, founder of Common Cause and Medicare. One is ON LEADERSHIP. The other is SELF-RENEWAL: THE INDIVIDUAL AND THE INNOVATIVE SOCIETY. I believe that it is in the latter book that he proposes the idea that the job of the leader is to support what you call "guerilla groups", knowing that many will fail, but some will be the future of the organization.
