Dear Catherine,
    What I know of HO! is a a way to aknowledge the contribution of the  person 
who spoke, like saying thank you. Or saying I heard what you  just said. And I 
believe it is from american (north america) indian  tradition. Not necessary an 
agreement as much as an aknowledgement.
