even though I have not encountered charrette, it definitely must have to do with open space... the german wikipedia identifies it as a high percentage rum produced in Reunion that contains other stimulating drugs, too... so you are on the right track there, Eva...

...oh yes, it also is a public planning method for urban and regional development projects used mainly in the USA where planners, designers, architects, deciders etc. discuss with affected citizens (also called "the victims" of the plan) to get some acceptance for such projects...
