I have the same experience be it that I can see the green map most of the time, but that I can never (!) download a new map by zooming in/out on a certain uncovered region/country. I'm on 2.3.5. So a bug in 2.3.5 and newer. So I just filed one: https://github.com/osmandapp/Osmand/issues/2842
