How do you open the attachment? Simply tapping it? That won't work. Use "tap and hold" and an app should ask to open the attachment. In this case OsmAnd (hopefully)
Note that I'm not an ipad user. A friend of mine with an iPad had a same issue some time ago and I simply googled for it.This was the solution that worked in his use case.
