I am not a developer, but..
Do you have installed on your Android the needed Text-To-Speech (TTS)
module for the language of interest ?
Do you have configured TTS and OSMAnd for the same TTS language ?
As TTS Android subsystem consists of 2 parts:
1/ What to say - what is provided by the TTS aware application like
OSMAnd
2/ How to say it - what is provided by the TTS subsystem of Android.
The latter may use the Android internal TTS engine, or some 3rd party
one like e.g. Acapela.
The engine needs installed TTS module for the desired language.
Finally, the Android and the application must be properly configured
for the same language, otherwise it may pronounce German text from the
application
like if it was English. I Had similar experience in past
with Czech TTS data, but no Czech speech TTS module )
