I'm sure many people are reluctant to put addresses to contacts in their phone, that is easy to get lost/stolen (remotely stolen via internet).
Also, another group of people would NOT give OsmAnd the permission to access their contacts. Mind that even people NOT using this feature would need to give OsmAnd this permission as that is the Android way. Sure, this may have changed with Marshmallow 6.0 permission system, but it does not yet have relevant marketshare. I think this was already discussed in the past in the issue tracking system and was not deemed a good idea. Yes, it can be rethought once Android 6+ becomes relevant.
