I have the same issue with prestigio PAP 4500 t duo. I have instaled all map on external SD card in directory /storage/sdcard0/osmand. But in new version was in "Settings/General setting/Miscellaneos/Data storage folder": /data/data/net.osmand/files/osmand. It was incorrect.
